Democracy down the drain–Gut and Replace continues in Hawaii’s legislature

Another video on another objectionable practice beloved of our state legislators: Gut and Replace. This one from Kanu Hawaii.
The video indicates that the practice is legal, and that is the general wisdom. Perhaps I’m stubborn, but I feel that under the right circumstances, the practice could be found unconstitutional by a court. But what do I know.
