Larry: Not sure if you are aware that there is a public comment period on proposed rules to amend the EIS process to add an 11th exempt class of action for affordable housing. Rather obscure legal notices were published in the Honolulu Advertiser and the Honolulu Star Bulletin on or about October 26. The Environmental Council will meet and among other things, hold a public hearing on the proposed rule change on Monday, November 26, 2007, from 12:00 noon through 2:00 P.M.
