If hasty waste contracts make waste, what about hasty rail contracts?

The Star-Bulletin editorial today is critical of the City’s contract for shipping garbage to the Mainland:

The U.S. Department of Agriculture gave its initial approval for the shipments nearly four years ago but has delayed its final decision because of environmental opposition in Washington state, the intended destination. The city made the mistake of entering into the contract last September with the company, Hawaiian Waste Systems, while the federal approval still was pending. Is the City doing the same thing by giving out rail contracts before all approvals are in?

And aren't we tax payers so weary of poor judgment on contracts by the city! When will the accountability begin?
