Is Honolulu Sand Island homeless camp intended as permanent?

I took another look at the City’s  RFP for construction of modular or container housing at Sand Island to check my recollection that the Scope of Work section did not include any provisions for removing the structures.

Check and double check, it does not.

So aside from the issue of what it will cost taxpayers at some point in the future to remove the structures and restore the land, there is an open question of how long the City intends to provide this “temporary” shelter instead of operating a proper Housing First program.
